📖 Subject Overview

Introduction to Political Science ek foundational subject hai jo har Political Science student ko clear karta hai ki "politics" aur "state" jaise concepts kaise kaam karte hain. Is course mein aap seekhenge ki Political Science ka scope kya hai, state kaise banta hai, sovereignty kya hoti hai, aur government ke alag-alag organs kaise ek doosre se related hain.

Yeh subject sirf theory tak limited nahi hai - iska use aap current politics, government policies, aur news samajhne mein bhi kar sakte hain. Isliye yeh subject sirf marks ke liye nahi, balki practical understanding ke liye bhi important hai.

🧩 Unit I - Rajniti Vigyan: Parichay

1. Rajniti Vigyan ka Arth, Prakriti aur Kshetra

Rajniti Vigyan (Political Science) us subject ko kehte hain jisme state, government, power, aur political process ka study kiya jaata hai. Simple bhasha mein samjhein toh yeh subject batata hai ki society mein power kaise distribute hoti hai, decisions kaise liye jaate hain, aur government citizens ke liye kaise kaam karti hai.

Nature (Prakriti): Political Science ek social science hai, isliye iska nature dynamic hai - yaani samay ke saath ismein naye concepts aur theories add hoti rehti hain. Yeh purely scientific bhi nahi hai kyunki human behaviour ko exact formula mein nahi bandha ja sakta.

Scope (Kshetra): Iska scope bahut vishaal hai - ismein state theory, government ke forms, political ideologies, international relations, public administration, aur political behaviour sab include hote hain.

⭐ Important Box: Exam mein agar "scope of political science" pucha jaaye, toh point-wise likhein: State study, Government forms, Political theory, Public administration, International relations.

2. Adhyayan Paddhatiyan (Study Methods)

Political Science ko samajhne ke do main approaches hain:

  • Traditional Method: Isme institutions, laws, aur history ko historical aur philosophical tareeke se study kiya jaata hai. Yeh method zyada descriptive hota hai.
  • Modern Method: Isme scientific tools, data, aur behavioural analysis use hota hai. Is method mein empirical research par focus rehta hai, jaise voting behaviour ya public opinion survey.

3. Doosre Social Sciences se Sambandh

Political Science akela nahi chalta - iska deep connection hai:

  • History: Political events ka background samajhne ke liye history zaroori hai.
  • Economics: Government policies economy ko directly affect karti hain, isliye dono saath chalte hain.
  • Sociology: Society ki structure political decisions ko influence karti hai.
  • Psychology: Voters aur leaders ka behaviour samajhne mein psychology madad karti hai.

🏛️ Unit II - Rajya (State)

1. Rajya ka Arth aur Tatva

State ek organized political community hai jo ek fixed territory par rehti hai aur jiski apni ek sovereign government hoti hai. State ke chaar essential elements hote hain:

ElementMeaning
PopulationState mein rehne wale log
TerritoryFixed geographical area
GovernmentRules banane aur enforce karne wali authority
SovereigntySabse upar authority, koi bahari control nahi

2. Rajya ki Utpatti ke Siddhant (Theories of Origin of State)

  • Divine Theory (Daivik Siddhant): Iske according state ki utpatti God ki iccha se hui hai, aur raja God ka pratinidhi hota hai.
  • Force Theory (Bal Siddhant): Is theory ke anusar state tab bana jab kisi powerful vyakti ya group ne force se doosron par control kiya.
  • Social Contract Theory: Isme kaha gaya hai ki log apni "natural freedom" ko chhodkar ek agreement (contract) ke through state banate hain, taaki unhe security mil sake. Hobbes, Locke aur Rousseau is theory ke main thinkers hain.
  • Evolutionary Theory: Yeh sabse accepted theory hai - iske according state ek slow aur natural process ke through evolve hui hai, jisme family, tribe, aur phir society se state banti gayi.
⚠️ Warning Box: Students often "Social Contract Theory" aur "Evolutionary Theory" ko mix kar dete hain. Yaad rakhein - Social Contract ek "agreement" based theory hai, jabki Evolutionary ek "gradual process" based theory hai.

3. Rajya aur Samaj mein Antar (State vs Society)

Society ek broader concept hai jo insaano ke sabhi relationships ko cover karti hai, jabki State ek organized political institution hai jiske paas legal authority hoti hai. Simple words mein - society bina state ke bhi exist kar sakti hai, lekin state hamesha ek society ke andar hi banti hai.

👑 Unit III - Sanprabhuta (Sovereignty)

1. Sanprabhuta ka Arth, Visheshtayein aur Prakar

Sovereignty (Sanprabhuta) state ki woh supreme power hai jiske upar koi bahari authority control nahi kar sakti. Yeh state ka sabse important element mana jaata hai, kyunki isi ke bina state complete nahi hota.

Visheshtayein (Characteristics): Absoluteness (koi limit nahi), Permanence (state ke saath hamesha rehti hai), Indivisibility (baanti nahi ja sakti), aur Universality (state ke andar sabpar lagu hoti hai).

Prakar (Types):

  • Legal Sovereignty: Woh authority jise law ke through supreme power mili hoti hai (jaise Parliament).
  • Political Sovereignty: Woh actual power jo public opinion aur voters ke paas hoti hai.
  • Internal Sovereignty: State ke andar sabse upar authority.
  • External Sovereignty: Doosre countries se independent hone ka right.

2. Sanprabhuta ke Siddhant

  • Austin ka Siddhant (Monistic Theory): John Austin ke anusar sovereignty ek single, undivided, aur absolute authority ke paas honi chahiye, jise "determinate human superior" kaha jaata hai. Sabko is authority ke commands maanne padte hain.
  • Pluralistic Theory: Yeh theory Austin ke opposite hai. Iske anusar sovereignty sirf ek hi authority ke paas nahi hoti, balki society ke different groups (jaise trade unions, religious groups, associations) ke beech bati hoti hai.

3. Legal aur Actual (De Facto) Sovereignty mein Antar

Legal Sovereignty woh hoti hai jo law ke document mein likhi hoti hai (jaise Constitution), jabki Actual/De facto Sovereignty woh real power hoti hai jo practically use hoti hai - jaise ek strong political party ya public opinion ke paas.

⭐ Exam Tip: "Austin's theory vs Pluralistic theory" comparison wala question bahut common hai. Dono ke 3-3 points yaad rakhein aur ek short comparison table bana kar likhein - marks zyada milte hain.

⚖️ Unit IV - Rajya ke Ang (Organs of Government)

1. Shakti Prithakkaran (Separation of Powers)

Separation of Powers ek principle hai jisme government ki power ko teen alag organs mein baant diya jaata hai, taaki koi ek organ zyada powerful na ho jaaye aur misuse of power na ho. Yeh concept Montesquieu ne propose kiya tha.

2. Vidhayika (Legislature)

Legislature woh organ hai jo laws banata hai. Isme elected representatives hote hain jo public ki taraf se discuss karke naye laws pass karte hain, ya purane laws ko amend karte hain.

3. Karyapalika (Executive)

Executive woh organ hai jo laws ko implement karta hai. Isme government heads, ministers, aur administrative officers aate hain jo policies ko practically lagu karte hain.

4. Nyayapalika (Judiciary)

Judiciary woh organ hai jo laws ko interpret karta hai aur ensure karta hai ki koi bhi law Constitution ke against na ho. Yeh organ disputes solve karta hai aur justice deliver karta hai.

5. In Teeno ke Beech Sambandh

Ek balanced government ke liye zaroori hai ki Legislature, Executive, aur Judiciary ek doosre ko "check and balance" karein - taaki power kisi ek jagah concentrate na ho. Isi wajah se democracy strong bani rehti hai.

💡 Did You Know? India mein "checks and balances" system Constitution ke through follow hota hai, jaha Judiciary ke paas Judicial Review ka power hota hai jisse woh kisi bhi law ko unconstitutional ghoshit kar sakti hai.
